Budd, Blunt Rochester Introduce Bill to Establish Biometrology Laboratory Program, Accelerate Development in Biotech

Washington, D.C. — U.S. Senators Ted Budd (R-N.C.) and Lisa Blunt Rochester (D-Del.) this week introduced the Standards and Collaboration for American Leadership in Engineering (SCALE) Biology Act, legislation that would establish a Biometrology Laboratory Program for the research of engineering biology, biomanufacturing, and biotechnology under the National Institute of Standards and Technology (NIST). This new program would advance research into the measurement of key units and inputs and promote U.S. competitiveness in biotech development.

“If the U.S. is going to continue to lead the world in biotechnology innovation, we must ensure that the accepted standards for the most fundamental inputs that these programs will rely on are developed in America,” said Senator Budd. “With China’s recent increases in state support for their bioeconomy, I am grateful to Senator Blunt Rochester for her partnership on this effort to facilitate commercial development here in America.”

“America’s bioeconomy is critical to our economy, national security, and leadership in fields from health care to agriculture. The bipartisan SCALE Biology Act will strengthen the measurement science and technical standards needed to accelerate innovation and bring new biotechnology from the lab to the marketplace. Delaware is home to a robust life sciences and biomanufacturing ecosystem, and I’m proud to work with Senator Budd to strengthen this important sector and ensure the United States continues to set the global standard for biotechnology and biomanufacturing,” said Senator Blunt  Rochester.

In July, Senator Budd chaired a hearing in the Senate Commerce Committee’s Subcommittee on Science, Manufacturing, and Competitiveness, where he discussed China’s evolving biology standards. Drew Endy, PhD, a bioengineering professor and Senior Fellow at the Hoover Institution, was a witness at the hearing and urged Congress to support the creation of a biomeasurement laboratory. About the introduction of the SCALE Biology Act, Dr. Endy said:

“Biology is becoming a general-purpose technology. The SCALE Biology Act is an extraordinary and high-leverage opportunity. By tasking and enabling NIST to advance world-leading measurement science and standards for biotechnology, all Americans can harvest the benefits of a safe, secure, resilient, and trustworthy bioeconomy.”

U.S. Representatives April McClain Delaney (D-Md.-06) and Jay Obernolte (R-Calif.-08) introduced the legislation in the House of Representatives in May.

The SCALE Biology Act has been endorsed by OpenAI and Google.

BACKGROUND

Biomanufacturing, biotechnology, and engineering biology all have direct implications on America’s economy and our national security. The SCALE Biology Act will direct NIST to cooperate with other governmental agencies, non-governmental organizations, industry, and institutions of higher education to develop standards supporting biomanufacturing and engineering biology. Additionally, the bill directs the Director of NIST to support the development of engineering biology foundries to improve measurement assurance and make the engineering of living measurement systems more predictable and routine.

China has identified the bioeconomy as a strategic national industry by significantly increasing its state support and research and development activities in this sector. Concerningly, China has rapidly expanded the construction of bioeconomy focused scientific parks. Between 2016 and 2020, the number of biotech science parks in China increased from 400 to 600. The Biometrology Laboratory Program will ensure that U.S. standards and research remain the international gold standard as China pushes aggressively to displace U.S. leadership.
